Payments: mandatory acceptance of electronic money, including through digital wallets and payment apps, is now law

Satispay stands with merchants: immediate activation, no fixed costs and a return to zero fees below €10

Milan, 24 June 2026

Satispay welcomes the evolution of electronic-payment regulations which, as of today with the conversion into law of Decree-Law 63/2026, "Carburanti-ter", strengthens the requirement to accept electronic-money instruments—including through digital wallets and payment apps—and is ready to provide merchants with its full support. Satispay anticipated this change. Ever since entering the market in 2015, it has worked to make digital payments accessible to everyone. Accepting Satispay payments has never required effort from merchants: it works with any bank and any device already in use—smartphone, tablet, computer or cash register—with no dedicated POS terminal, no new hardware, no activation costs or monthly fees, and takings credited the following day.

Even when the acceptance requirement applied only to cards and not electronic money, Satispay continued to invest in its network, enriching it with an ever broader range of value-added services including the Cashback Points loyalty programme, corporate welfare, Buy Now Pay Later and many others. This journey has enabled it to reach the milestone of 6.5 million users and more than 450,000 participating merchants that choose Satispay every day.

Any business can activate Satispay immediately and comply with the regulations straight away.

In this new environment, Satispay reaffirms its commitment to small local businesses by returning in September to zero fees below €10.

Alberto Dalmasso, Co-Founder and CEO of Satispay, commented: "When we entered the market, thanks in part to the Payment Services Directive, the institutions' goal of creating greater competition by encouraging the emergence of European champions was clear to us. Over these years, we have helped build a new culture of electronic payments in Italy and created one of Europe's most widespread alternative networks. Today, with electronic money becoming mandatory, a decisive step is being taken in keeping with the original spirit of the European directive, bringing greater competition and better services for merchants and consumers.

For many merchants, a new requirement may seem like a burden: our commitment is to turn it into an opportunity. That is why, from September, we are returning to zero fees below €10, because we believe in local commerce and want to support those handling frequent small payments: the café, the newsagent and the neighbourhood shop—businesses we have always seen as the heart that brings our cities to life and that we will continue to support alongside our growth."

Satispay's new model provides for zero fees on a transaction below €10, as well as an improvement for transactions of €10 or more, with the fee falling to 0.95%. Special terms reserved for tobacconists, fuel stations and newsagents operating in sectors characterised by lower margins and whose main business is the sale of state-monopoly goods will continue to apply.

Satispay will continue its dialogue with the leading trade associations to define even more advantageous terms for member merchants.

Satispay

On the market since 2015, Satispay is the super-app and proprietary payment network that makes managing money and financial services simple and accessible. With a constantly growing community of more than 6.5 million people, the platform enables smartphone payments (in-store and online), free money transfers and access to numerous value-added services: the Cashback Points loyalty programme, Buy Now Pay Later to split everyday spending into 3 interest-free instalments, mobile top-ups, payment of slips, car and motorcycle road tax, PagoPA, gift cards, Donations and savings. After consolidating its B2C experience, Satispay extended its model to the B2B world. In September 2023, it entered corporate welfare with the innovative Satispay Meal Vouchers and Fringe Benefits, followed by the Satispay FlexBen platform, which simplifies the management of reimbursements and pension funds. In just over two years, Satispay has positioned itself among the sector's leading operators, with 43,000 client companies whose employees it offers next-generation welfare tools distinguished by their simplicity and speed of use, together with one of Italy's broadest acceptance networks (more than 450,000 participating in-store and online merchants). Finally, Satispay expanded its offering with the Investments section and Invested Money Box, making investing accessible even to those approaching capital markets for the first time.
