Satispay and Progetti e Soluzioni bring the simplicity and convenience of PagoPA to property managers and condominium residents for settling condominium expenses

BuildingPay is the first solution to digitalize the entire management of condominium expenses: drastically reduced time and costs for property managers, zero fees for condominium residents who pay with Satispay through PagoPA. The first condominiums are already live.

Satispay, the super-app that makes managing money and financial services simple and accessible, is expanding its ecosystem of services for the simple management of all home-related payments. At Condominio in Fiera—the leading event for property managers, companies and industry associations—Satispay and Progetti e Soluzioni, a software factory specializing in Government Payments, present BuildingPay: the first solution for digitally managing condominium expenses through PagoPA.

According to the Osservatorio Nazionale dei Condomini, the Italian condominium market is worth €21 billion per year and includes 1.2 million buildings. It is a sector undergoing full digital transformation, where approximately 35,000 professional property managers handle more than 55 million notices annually, with an arrears rate of 30%.

The BuildingPay service, created through the collaboration between Satispay and Progetti e Soluzioni, reduces the administrative costs associated with MAV forms and simplifies the issuance and collection of installments, while offering condominium residents the option to pay directly from the Satispay app with no fees. It is a tangible step toward digitalizing a sector still tied to traditional processes.

The service works simply: from generating payment notices to automatically reconciling receipts in the management software, everything happens transparently and without errors. No more MAV forms: the property manager sends condominium residents a PagoPA notice with a QR code by email or WhatsApp, payable in seconds from the Satispay app with no fees. Alternatively, payment can be made through the IO app, at tobacconists, Poste Italiane, bank branches and more than 40,000 locations in the Mooney and PuntoLIS networks, or through any PagoPA-enabled PSP.

The transition from traditional MAV forms to the PagoPA system through BuildingPay provides tangible, shared benefits. On one hand, the condominium achieves substantial savings on the issuance costs for each individual payment position, gaining a structural benefit that remains unchanged regardless of the collection channel subsequently used. On the other, condominium residents gain complete freedom in choosing the method and place of payment. In addition, by choosing Satispay, residents can settle their expenses without any additional fee.

Communications for reminders or simple notices also need to be simplified with more immediate digital communication systems. Reducing these activities and making them more secure will give condominium property managers greater freedom while ensuring they have complete control over the condominium's financial management, allowing them to devote themselves to work more closely aligned with their role as managers."

The property-management sector is among the most fragmented and least digitalized in Italy: thousands of operators, heterogeneous management software and collection tools still tied to traditional models such as MAV forms. Yet the signs of change are clear. If 88.7% of bills—according to data from the TEHA Observatory—are already paid digitally, citizens expect the same agility for rent and condominium expenses. This consideration is even more relevant given that approximately 75% of Italian families live in a condominium setting and that approximately 250,000 condominium property managers operate in Italy.

The figures from the latest PagoPA observatory, published in October 2024, also confirm the strength of the direction taken by Satispay: more than 351 million total digital transactions were processed, including 122.5 million in the utilities sector—approximately 35% of the total—worth €20.8 billion, with approximately 800 companies in the sector already active on the system. In addition, a proposed reform currently under discussion in Parliament would ban cash for condominium installments: a clear sign that the sector is moving in this direction.
